I think you're thinking of Adobe Distiller.
In my experience, it reduces the size of a .pdf considerably, but nowhere
near as much as converting raw page images into text with an OCR program.
Of course, if the document is a mixture of text and illustrations, then some
clever OCR is required to preserve the original appearance.
OCR can typically reduce the document size by a factor of ten or more
(as well as recreating a clean original).
