You might want to check the Cox specific news group on their news service. Cox has a very responsive news server admin who has pretty good contracts. He would probably take some action, at least contacting the offending admin directly, they might be more responsive to an official complaint. In the past he has blocked feeds from ISPs who are unresponsive to continued complaints and continued to allow spammers to operate. Oh BTW Cox's news servers ignore cancels unless you are the author.
