There is no way to be sure, but I doubt that 
unplugging a serial cable would have an effect 
on the operation of the SCSI card. Did you check 
to be sure that your battery didn't die and make
the slots revert to default status? I had a RamFast 
SCSI with 3.00H ROM and I sold it because I couldn't 
get it to work right in my ROM-3 IIgs. I recently 
picked up a High Speed SCSI card, but haven't used 
it as yet. I'm still trying to get reorganized here. 
Anyway, try resetting your control panel to default, 
running the system, and then only install the SCSI 
card and drive. Then if all is well there, begin 
to install the rest of your system. Can't think 
of anything else to do.
