Since then, I haven't restarted my webpage, and guess what? My IP address
hasn't changed. I get the feeling that Comcast is trying to stop people from
running web servers on their home systems. Can they know if I am doing that?

Yes, they look for a web server by running scripts and see what response is sent. They look directly at your IP rather than the DNS reference.

I'm not sure but it looks that way. I'll restart the web server tomorrow and
test my theory.

Try a forwarding DNS entry, i.e. goto, fly.to. You will have to pay for the service but the service and the program you download will automatically update the DNS entry to your current IP.

If you're cheap, and if you have advanced knowledge, just refuse to send a response to their web server queries or block requests from their IP..
