Strange bidder on this item

I had bid the $9.95 on this figuring I could repair and
use it, or get a few bucks for it here on csa2, or possibly
offer it to a foreign customer that can't find Apple II
goodies. Next thing I know I am outbid. I've run my bids
up to $40.00 and still haven't reached what he has put on
it. Both the seller and high bidder have low feedbacks.
Neither one has done anything since April. what do you
all make of this. I'm curious as to whether I should persue
it any further. Thanks.
