The whole (pre-GS) Apple II system is built around a single clock and
its whole-number-division-derived, fixed subclocks. You can't speed up
just one thing easily without also speeding up the others, and e.g.
speeding up the CPU clock stops disk access from working since the
computer expects the bits to come in at a certain speed relative to the
clock. Also you break NTSC video norm compatibility which means, at
least, no more color display. The accelerators get aroung this by
de-coupling the CPU clock from the other clocks but this involves some
rather complex electronics.

In modern PCs coupling is more loose to begin with so speeding up
components is more feasible.
