The 4004 ran at around 100 kHz clock speed.
 
Otoh the Mark I and Mark II (mechanical relay computers which predated
the ENIAC) ran at a "clock speed" of only perhaps 5-10 Hz or so --- the
relays couldn't work faster than that....
