Not really likely. 3.58/4.43 probably really means 3.58/4.43 and it
means the color subcarrier frequencies. "NTSC" means simply means, in
this case, that there is not phase-alternation between lines and that
there is no averaging of the color signal with that of the preceding
line, as in PAL. 50/60 ability is another beast.
The problem: The Europlus does not produce either a 3.58 or a 4.43 MHz
subcarrier - it is another value still, I think about 1% or so below
3.58 Mhz IIRC, but that difference should be quite enough for your TV to
be unable to pick it up.
The only way to get color from a Europlus is really a PAL encoder board,
or changing the board back to II+ mode and using an NTSC Monitor.
