A few questions:

Can a person just plug any mixture of 5.25" and 3.5" floppy drives into an
Apple IIc or IIgs?

Sort of. You can use 3.5" UniDisks, up to two regular 3.5" drives and up
to two 5.25" drives. The 3.5" unidisks go first, with the platinum 3.5"
drives next and the 5.25" drives on last. You can use a DuoDisk instead
of the two separate 5.25" drives but some DuoDisks need a modification
to be compatible with the IIgs.

Correction: I was referring to the IIgs, the IIc can only use the
3.5" UniDisk and one external 5.25" drive. You can use a DuoDisk but
only one of the drives will function. Apple says you can only use
two 3.5" UniDisks but you can actually use more. I haven't tried
more than 4 but I expect you could use more. More than 2 may overtax
the power supply to the port and damage either the IIc or the
UniDisks.
