Ciderpress can do this quite handily on a PC, by copying _files_
from the .2mg disk image to 140K .dsk images.  These can then
be written to 5.25" disks on an Apple II.

As Bill points out, depending on what you are trying to achieve,
there may be other ways to proceed.
