Welcome!  What you need to do is read over the faq:

I don't think there is any easy way to remove the yellow.  You have to
remove a layer of plastic with an abrasive type cleanser, so the best thing
is to buy another IIc that isn't sunburned.

The faq lists places to find software for your IIc, and methods of getting
it from the net onto your IIc.  Check out the info on ADT in the faq.
