As mentioned by Terry & Utahna you can rename the .txt file to kegs_conf.
You could also try kegs32r3 found at:
http://www.geocities.com/akilgard/kegs32/
With kegs32r3 you don't have to mess with the kegs_conf file. It has a dialog
for loading disk images that can be accessed from the toolbar or menu.
