That's not an export-vs-domestic issue, as I have a couple of US-spec IIes
(one of which was upgraded to a "stealth IIGS") that have keyboards like
what you describe.  What type of keyboard you had was, I think, more a
matter of age than anything else.  I've only run across one IIe with a
white-lettered keyboard, which was in the school counselor's office back in
1984.  My first IIe, purchased new in 1985 (it's the one that's now a
stealth GS), came with a black-lettered keyboard, and all the others I've
run across since have had the same keyboard.
