Glen Bredon's "DOS Master" could do multiple 140K disk images on an
800K disk, accessed with the ",v" parameter.  I have an 800K disk with
five 140K partitions embedded in ProDOS.  I'm not sure where my copy of
DOS Master went though, so I don't know if it supports larger volumes
(either DOS-wise or ProDOS-wise).
