Solution!

Turns out that the problem was that I've long used a patched version of ProDOS
on my HD startup volume.  The patch causes ProDOS to look first for a bootable
floppy disk, and if one isn't found, boot from the designated Boot slot.

Ignoring the patched ProDOS file and using the unadulterated ACI one causes the
Superdrive and the controller card to be recognized as expected.  Not only
that, but the PCT sees the superdrive as a 1.44MB floppy for read and write
operations.
