What kind of Performa? If it's a Power Mac, the problem is the floppy drive
and controller are not capable of creating a floppy that the IIgs can read.
This, even though the Performa can read the floppy it creates just fine.

An older Mac such as the compact Macs or IIsi, IIci, or LC I, II, III can do
this job, but starting with the last of the 040 Macs they changed the floppy
drive and/or controller and it no longer can create a disk that's readable
by Apple II's.
