Since the horizontal works, I'd suspect it is just a problem with the
vertical electronics or hardware. If you remove the ball you'll find the
rollers that the ball turns. Connect the mouse and move the rollers with a
finger. One should move the cursor horizontally, the other vertically. If
that works properly, the mouse just needs cleaning. If turning the vertical
roller does not move the cursor it could be the electronics or the wiring
that is faulty.
