Apple 2c dos?

I'm trying to get a hold of a disk with a version of
Apple's dos for the 2c model# A2S4000C. I came across
this machine and was intending to use it as a mobile
motor/robotic controller, but since I dont have a 5 1/4
floppy to boot from, I'm unable to use the floppy at all.
Apparently it's impossible to download and create a disk
image using a pc. Any help would be greatly appreciated.
