Not so. While you definitely _want_ 2MB or more, you can run System 6 quite well on a 1.25MB IIgs. Booting from a minimum system you end up with about 390KB free with the Finder running. Since the Finder uses about 390KB as well, that's about 780KB of memory free for running applications. Even adding in a few drivers, FSTs, CDEVs, DAs and INITs you still have a reasonable amount free. You're not going to be able to run HyperCard or AppleWorks GS*, but you can still run the vast majority of IIgs programs.
* Actually, I did once run AppleWorks GS on a 1.25MB IIgs, but it crashed a lot. Mind you, it wasn't much better with 4MB.
