Hi Bryan,
You are probably best off getting one of the following second hand:
Commodore 1942
Commodore 1960
Nec 3D
All will scan down to 15kHz as well as support VGA frequencies.
If you just want a cheap monitor that will work on your IIgs
alone, get hold of a Commodore 1084.
I have one working on my IIgs Rom3 machine here.
Had to make a lead up for it, but it works very well.
