You will need to keep P8 on the system disk if you want to be able to
launch any ProDOS-8 applications from Finder.
Similarly, you will need to keep BASIC.SYSTEM on the system disk if you
want to be able to launch any Applesoft BASIC programs from Finder. You
could manually run BASIC.SYSTEM from another disk if necessary, but P8
cannot be relocated.
If you always restart the machine and boot directly into ProDOS-8 in
order to run ProDOS-8 applications, then you can remove P8 and
BASIC.SYSTEM.

It is probably a good idea to keep the ControlPanel desk accessory, but
you can throw away all of the CDevs that you don't use.

The Icons files are used in order to associate files with applications,
so you will need them if you want to be able to double-click documents
and have the corresponding application launch. (I have a vague
recollection that System 6 introduced a new mechanism for this, but I'm
starting to get rusty.)

If you are only using the disk to boot a ROM 1 machine, you can delete
TS3. Similarly, if you are only using the disk to boot a ROM 3 machine,
you can delete TS2.

You might be able to remove some of the more esoteric toolsets, but I'd
need to look them up to find the numbers. (It doesn't look like you
have any unusual ones there.)

That is Finder, which you could potentially replace with something
smaller.
