Low-Lever HD Formatting Tool

I need a tool to low-level format an OLD 20 meg seagate SCSI drive on my //e. 
Anybody have any that will work?  I am using an Apple SCSI card with the Rev
'C' ROM.  I tried using the Chinook utilities, but they don't see the drive.  I
have the Apple utilities, but there is not low-level formatting tool there,
just a partitioning tool.  Thanks
