Yes, it should be pretty straightforward. The three component
video signals are Luminance (Y), Luminance minus red (Pr),
and Luminance minus blue (Pb). The Y signal is at the 1 volt
level, with sync, and the Pr and Pb signals are at a fraction
of a volt (0.4? I forget..).
A relatively simple matrix and buffer circuit should be able
to convert RGB into component video.
