No, but I can at least tell you from personal experience that the IIGS motherboard works with both 110 and 220v PSU's - I had no problems using either, here. So in a pinch you could always put in the PSU of a dead GS, I'd say.

My other question is if I can use a normal Mac VGA adapter to connect
the IIgs to my VGA monitor. It's a Nokia 417TV that syncs to 15 kHz,
so the resolution isn't a problem, only the connector.

This is a definite "maybe". Theoretically you should be able to connect this monitor to this Apple, but I doubt a Mac (!) adapter would work - not sure, though.
