I can tell you what the German IIe and IIc do when you flip the switch
to "German mode": "@[\]{|}~" change to (in the same order) "��������".
This btw. is the international ISO646 standard for German and I guess
that the other nationalized Apple IIs follow the same standard.

I can send you the German character ROM of the IIc / Platinum IIe as a
file if you can use that. Unfortunately the "�" character was designed
by a person obviously unfamiliar with German type and it looks
absolutely wrong.
