Most computers have a number of other things that they do that also run on the same clock. Changing the clock means that those other things no longer work, like reading, writing, or formatting a disk for instance.

To my knowledge, the only computer you could speed up in the fashion you just mentioned was the IBM AT, though some early IBM Pentiums could be upgraded by a faster chip and a different dip switch setting
