By obtaining an original Apple ][ and ][+, perhaps?

Another source is a fully populated Apple II ROM card with the
appropriate set of ROMs installed.

Integer BASIC (Apple ][) consists of four 2KB ROMs (E0, E8, F0 and F8),
plus there is an official "Programmer's Aid #1" ROM that would be
installed in the D0 socket, if present.  (Apple never supplied anything
for the D8 socket.)  The F8 ROM should be the "Old Monitor ROM", which
resets directly into the monitor and has no facility for autostarting.

AppleSoft BASIC (Apple ][+) consists of six 2KB ROMs (D0, D8, E0, E8, F0
and F8).  The F8 ROM should be the "Autostart ROM", which resets into
BASIC or will attempt to boot from a floppy if a controller card is
found.
