You're mostly right. However very very few TranswarpGSs will go to
16mhz no matter what you do. The top speed varies from card to card,
usually you're considered lucky if you can get a stable 14mhz. If
you have to order the oscillators then I'd order a few more in
between. You'll likely be able to boot at 12.5mhz but you may or may
not be stable.
