I've seen bad memory cause problems with a TWGS. Have you tried pulling or swapping the memory expansion card? It's also possible that your IIgs machines all have soft or noisy power supplies. Beyond that, it's almost a certainty that electrolytic caps have dried out on the motherboard.
A damaged semiconductor is among the last things I'd be looking for.
