Sounds like an Apple II+ keyboard encoder.  The switch controlled
whether plain RESET would work, or if you needed CTRL-reset.

Put it in a slot, drop to the monitor, use the appropriate soft
switches (those for a Language Card in slot #n) to read it.  That's
assuming it has a valid Monitor ROM on it.  If it doesn't, things
become difficult.
