Were I trying to get twp modems plugged directly into each other to connect,
I would use the following two commands (one at each end of the connection):

ATO	Originate	If modem is not online it will go off hook and wait
			for answer tone
ATA	Answer		Go off hook, try to train on incoming signal and go
			on-line.
