There are slightly different versions of the card for a ROM 1 and a 
ROM 3...one chip is different.  This has to do with the way Applied
Engineering implemented their bank system to get more banks on the
card.

So, if you have a ROM 1 card and are plugging it into a ROM 3, or
vice versa, you should have problmems.  I don't know for certain if
what you describe is what would happen and can't tell you what the
chip differences are as I no longer have a GS-RAM Plus.
