It works as a monochrome monitor with the composite input in the yellow
jack, but I can't find any switch to set it to use PAL instead of Chroma.
Unless that switch might be actually inside the case?

I think this monitor was designed especially for the Commodore 128, because
its two input types correspond to the two output types on the 128 exactly.

So is its RGBI not compatible with the IIgs RGB?
