As far a I know, an Apple IIc can only boot from a disk. Having said this, it
should be possible to construct a cable to connect the 19-pin disk connector to
a 25-pin parallel port on a PC and write a PC program/driver that monitors the
signals on the parallel port and resonds with the appropriate data. That way
you could start the program on the PC, select a disk image, and boot the IIc.

Since the Apple disk interface has more output signals than input signals, it
is actually easier to envision connecting an Apple II disk drive to the
parallel port, than to connect the Apple itself to the PC. However, with a
bidirectional parallel port, it should be doable.
