I can't think of any way to get a sceen full of @s no matter how the Dip
switches are set.. I trried anyways and the most I could get was some
problems using a floppy drive.
Since all the chips are socketed one possibility is poor contact between a
chip and the socket. This can usually be solved by lifting the chips up
slightly
with a small screwdriver or knife and then pushing them back down again.
This generally restores good contact. This was a common problem on the
II & II+.

If that doesn't do it I'd probably start thinking defective chip somewhere.
Most likely would be the RAM.
