It depends on what platform you want the emulator for and what model
of Apple II you want to emulate.

The only emulator that can be used through a network connection that I
know of is Sweet16 which is an Apple IIgs emulator for BeOS. I don't
believe it supports listening to a port number yet but you can do
outgoing connections with it.
