I disagree with your conclusion that the Jargon file was written by
"15-year olds who don't know any better" --- the people who wrote the
Jargon file probably know more about computers than you'll ever do...
 
But you're right that web pages can be put on the Net by anyone,
including those clueless 15-year olds.  But that's valid not
just for pages which claim PD are a kind of freeware, but also for
pages which claim PD and freeware are mutually exclusive.
