Sites that come up as gibberish when viewed with Lynx are examples of poor
design. They're usually the result of people who think that because they
know how to use FrontPage, they're "HTML programmers" (as if HTML is
something that you "program" anyway...it's a markup language like SGML, not
a programming language like BASIC or C). If a site is designed to the
appropriate standards, there is no reason at all why it shouldn't be
viewable with Lynx.
On a recent site redesign I did, I found that the same HTML 4.01-compliant
code is perfectly viewable under Lynx or Internet Explorer, but gets badly
misinterpreted by Navigator. This would indicate that there are also some
standards-compliance issues with web browsers, but that is beyond the scope
of what you asked. (If you're curious, pull up

what it looks like in each. Next, pull up
http://www.thejewelers.com/nshome.html to see what had to be done to
lobotomize a website so it'd work with AOL's (Netscape's) POS browser.)

There are supposed to be some SSL extensions to Lynx that enable it to deal
with secure sites, but I have no experience with using those extensions.
For other types of sites, if it's not viewable under Lynx, I'd suggest
sending a nastygram to the webmaster of the site in question. If they blow
you off, don't buy their products/services, or find alternate sources of
information.
You might also want to consider supporting the efforts of people to keep
proprietary addons off the Web. I think I have links to one or two of those
organizations on my website, though a properly-worded search on AltaVista
would turn up more sites to check out.
