I recently received a clarification from the US Post Office.  Educational
software is treated the same as a book (i.e. you can send it at book
rate.)  The computer is needed to read the software.  Our GSAUG.org
disk library is full of disks that we ship at slightly above cost. The
disks are for distribution to the general public.  Most have freeware and
some have shareware.  There is no illegality about "giving" these to
anybody.  The shareware fees are the difficult part because for some the
person to pay fees to may not be found.  

The practical part of having real media is for the beginner.  I found it
very difficult to get online and get help with my internet GS.  With real
disks and backup support from real persons who can be written to or
called is a needed alternative.  And GSAUG has experts in the earlier IIs
up to the latest Macs.
