Help with Apple IIe ramcard

Hi everybody,

I just posted an image of an Apple IIe ramcard to comp.binaries.apple2.

I'd much appreciate if some of the knowledgeable people round here could
have a look and answer the following questions:

The person I got this Apple IIe ramcard from claimed it would be able to
provide 256K of memory. The RAMs installed are 256Kx1, but I only see
128K in total. Do I need to add other chips to the empty sockets, what
are the jumper settings and what is the connector for?
