Maybe it is supposed to be a text file.  There is no such thing as an EXE
file in Apple II land, but there are EXEC files which are text files that
you have to, well, EXEC.

Otherwise, you can try to change the name to CHINOOK.BIN and transfer it
again and see if that works.

Sorry I cannot give you a definitive answer, but my setup (Crossworks
software and cable) works with no problems.
