With the newer motherboards this is not noticeable. Take for instance, the
serial and parallel ports or even the hard disks. Newer versions of this
hardware mask this inefficiency but it does exist. In the case of the HD
the system boots in the older 'standard' mode and must access the disk
for boot information. Only later does it use a 32 bit driver. As you have
mentioned in other messages, the faster cpu's hide such inefficiencies.

However, we are severely getting off the subject of Apple II's.
