ID a board and help too Please

I just got another junked //e today with some cool cards: a Epson printer 
card with synoptics type cable and........
Heres my problem child:

A board marked PHASOR  APPLIED ENGINEERING C 1989.  It has 2 RCA jacks a 
buncha chips and to POTS on the uper left.  Unfortunately one pot looks 
damaged  (the right one)  Question is this a sound card of some kind?  where 
do I get specs?  Any idea what the range ont he pots are so I can either 
replace or wire in a resistor near the middle?
