I have an AppleColor Composite monitor hooked up to my Beta Hi-Fi VCR
in my bedroom for watching TV and videos and I get colour just fine.
I think one of your follow up posts is probably correct that there
might be something wrong with the monitor.  It could be something as
simple as the monochrome/colour switch not working thereby leaving the
monitor stuck in monochrome mode.

The only way I've done this is by installing an Apple Video Overlay
Card in my IIgs and running video into it and setting the card's mix
to not show computer images at all but just show the incoming video.
You end up getting a really nice image this way.

In fact, I've been thinking of replacing the AppleColor Composite in
the bedroom with a second IIgs with the VOC in it so that I can use
the computer in there if there is nothing I want to watch on TV or
video.
