The monitor expects a 30Khz signal but the IIGS generates
a 15Khz one.  That's why you have a wrap around picture.

There are two solutions.  Either turn the IIGS signal into a
30Khz one or drop the monitor down to 15Khz.  The first
option can be accomplished with either a Second Sight
SVGA card for the IIGS or an external Amiga scan-doubler
with appropriate adapter cable for the IIGS.  The second
one involves replacing certain components in the monitor
and should not be attempted unless you are a qualified
monitor technician.
