There are no moderated Apple II related newsgroups other than
comp.sources.apple2 but it is only for posting program source code in
a specific format and has only had maybe one thing posted in it in the
past several years.  However, you might want to check out these
message areas:

     http://www.delphi.com/apple2
     http://www.delphi.com/a2pro

Delphi web based accounts are free but don't include access to the
file areas.  You can get a premium account for $35 US/year that allows
you to telnet to Delphi and gives you access to the file areas
(although downloads tend to be fairly slow through a telnet
connection).

You also won't find any files being illegally distributed through the
file areas here.

As an added bonus to the premium account, I personally find chats to
be much nicer from a telnet connection than a web based connection.
By the way, even most chats are moderated so offensive and annoying
people are dealt with to make chatting that much more enjoyable.

Oh, I should also mention that you can visit the web based message
areas as a guest if you want to check out the message areas first
before signing up for either a free or paid account.  Also, Delphi has
a lot more message areas than just the Apple II ones I have mentioned.
