Not on the IIGS.  On the IIGS, it is done through font files in
which there are more characters than the keys on the
keyboard.  You access the extra ones by typing with the
option key held down.

It is the function of the operating system (System 6.0.1)
like on Macs and Windows machines.  It is not done in
hardware.
