Apple II file transfer (windows95 settings)

I am trying to configure my friends PC to be able to transfer
files to an APple II machine.  We would like to be able
to run ADT or Crossworks from within Windows 95 (both
are ms dos programs).  When we've tried to run the programs,
it seems to lose communications immediately (and lock the
pc up).  Are there MS dos settings anywhere that I can
configure so I can use the programs without 'restarting
in ms dos mode?
