I didn't say having everyone speeding was right.  You cut off my
second paragraph that said that the police don't have the manpower to
pull over all the speeders in that example.

If you were the only police car on a stretch of road and you see
someone driving slower than the rest of the traffic and causing a
potentially hazardous situation, what would you do?  That's why I said
I don't envy them their jobs in that case.
