Your best best would be to get Spectrum v2.2.  This application
supports TCP/IP connections and makes one heck of a telnet client.  It
supports VT100 and ANSI displays, among others, that work well with
shell accounts and Lynx.  It also has an incredibly powerful scripting
language.

There is also a web browser, no graphics though, called Spectrum
Internet Suite (SIS for short) available as a set of scripts for it
but it requires that you have a Delphi, Genie or unix shell account.
It can't presently be used directly with a TCP/IP connection but
telnetting to one of the above accounts does work.
